第12回：建てる（２）
暑い夏だった。2023年5月に様々な困難を乗り越えて新病院が着工した。8月の炎天下の中でも作業を続けてくれた作業員の方々に心から感謝したい。10月17日現在で2階の建設を行っている。工事全体の進捗としては12-13%であるが、1−2階の工事に最も時間を要するらしい。先日建設中の新病院の内部を見学させていただいたが想像を超える大きさで期待に胸が膨らむ。
一方、世界情勢はロシアとウクライナの戦争に加えてイスラエルとパレスチナにも火種が上がった。2000年の歴史が背景にあるので我々に善悪を言及することは難しい。建設資材の高騰は続き、私の口内炎もなかなか治らない。札幌駅前の再開発にも大きな影響が出ているようだ。札幌駅のランドマークである新JRタワーは規模が縮小され竣工も2年の遅れと聞く。新幹線開通の遅れ、冬季オリンピックの事実上の断念も駅前開発に大きな影響を与えるであろう。病院は地域とともに存在する。だからこそ我々は社会の変化に敏感かつ柔軟でいたい。
本格的なポストコロナの病院経営がスタートしている。我々を含む多くの病院が補助金終了の影響の大きさやこの3年間免責されていた施設基準を満たす厳しさを実感しているであろう。幸い我々には新病院という目標がありコロナ期間を利用して診療体制や看護体制を見直す機会に恵まれた。オンライン診療の導入や看護師の2交代制の定着などはコロナ期間に緩和された施設基準の下でこそできたことであった。導入した制度設計をどう機能させるかがこれからの課題である。
“希望ある組織”の象徴として新病院がある。来年の竣工後も患者さんや職員、地域の人たちの希望を叶えるような病院でありたいと切に願っている。

Episode 12: Construct (2)
It was an extremely hot summer. After overcoming various difficulties, construction of the new hospital began in May 2023.
I would like to express my sincere gratitude to all the workers who continued their work even under the scorching sun in August.
As of October 17th, the second floor is under construction. The overall progress of the construction is 12-13% , but the construction on the first and second floors is likely to take the longest. The other day I had the opportunity to tour the inside of a new hospital under construction, and it was much larger than I had imagined, and my expectations for the future of the hospital.
Meanwhile, in the world situation, not only the war between Russia and Ukraine but also Israel and Palestine have erupted. With a history of over 2000 years, it is difficult to say what is good or bad. As the cost of construction materials continue to rise, my canker sores are not getting better.
The redevelopment of the area in front of Sapporo JR Station seems to have had a big impact on these. I heard that the new landmark tower at Sapporo Station will be reduced in size and its completion will be delayed by two years. The delay in the opening of the Shinkansen and the abandonment of the Winter Olympics will also have a significant impact on the development of the new station area.
Any hospitals exist alongside their communities. That's why we want to be sensitive and flexible to changes in society.
After-corona hospital management has begun in earnest.
Many hospitals, including ours, will be feeling the significant impact of the end of the subsidy and the difficulty of meeting the facility standards that have been exempted for the past three years. Fortunately, we had the goal of building a new hospital, and we were able to use the coronavirus period to review our medical and nursing care systems.
The introduction of online medical consultations and the start of two shifts for nurses were made possible because facility standards were relaxed.
The challenge for the future is how to make the introduced system design work.
The new hospital is a symbol of "an organization with hope."
I sincerely think that even after the construction is completed next year, it will continue to be a hospital that responds to the wishes of patients, staff, and local-residents.
